To secure the Trailer Valet MV PRO item # TV96FR hitch ball to your trailer's coupler you will want to remove ball from the valet itself and attach it to your trailer using the coupler lock. Then you will come in with the included wrench and tighten it all the way up so it is secure. Once you've completed these steps you'll lower it onto the Valet.

No, sorry you can not. The 2" receiver that comes with the Stealth Hitches item # SH27FRT can only be used for accessories like bike racks and cargo carriers. It's only been built to withstand the vertical force put it on by accessories.
You'll have to use the included ball mount to tow. There's no other options or any way to do any height adjustments with the hitch.

For your application it will be best to get a whole new 14K Equal-i-zer Weight Distribution System w/ 4-Point Sway Control # EQ37140ET. When I sent your photo over to my contact at Equal-i-zer he said there are a few things that are concerning like the shank is not one that came with the hitch head and there is some hardware missing like the sleeves where the bars install on the hitch system.

The Saris Door County Bike Rack for 2 Electric Bikes # SAR42RR does require a 2" trailer hitch receiver tube opening in order to mount. Hitch pin holes for a 2" hitch are typically 5/8" in diameter. The anti-rattle hitch pin lock # SA3022 included with this rack has a 7/16" thickness and threads into the shank of the rack to clamp it to the receiver tube and prevent any movement/rattling. You should touch base with the person or company you are renting the trailer from as they will typically have these already setup for the trailer and is often included with the rental. Due to having the cutaway chassis on your 2011 Chevrolet Express 3500 you are going to want to look at either the Draw-Tite Receiver # 41990-07 with 7" mounting brackets or the # 41990-16 with 16" tall mounting brackets. The height of the brackets will depend on the height of your frame from where you would like the receiver to sit. These can be bolted on but welding is the preferred method.

Well Brent that is certainly a valid concern, because the Dexter DX7.5L A-60 Brake Actuator # DX29FR does not have any kind of built in safety cable connections. In fact very few of the surge brake actuators that we carry will have cable connections. In most cases the safety cable connection will be part of the trailer tongue itself and not part of the brake actuator (example pictured below).
